HONG KONG CUSTOM AGRERMENT.
Er Mase called on H.M.Minister early this morning
to resume the discussion of the day before about the Mong
Kong Customɛgreement.
Mr Maze brought with him a statement prepared by Mr
sright showing the alterations in the new draft handed to
Mr Kase by H.M.Minister the day before as compared with
the original draft. Mr. Maze said that he had not had time
to examine these amendments and give his considered opinion
on all of them, so that the statement was merely a tocìmical
one showing the differences, He could, however, say from
the outset that the greement as revised would be totally
unacceptable to the Chinese Government, in view of the
omission of the rticle re Salt, the reinsertion of rticle
5 re inland water navigation, and the insertion of the new
article 10 giving privileged factory treatment to factories
in Hong Kong. Article & had already been rejected and
there was not the least chance of its being reconsidered by
the Chinese Government. Wer could the latter possibly agree
to the proposed new article 10 which would be bitterly
opposed in Canton, Er. Mase again urged the acceptance of
the original draft without ɑrticle 5. He also mentioned
that he understood from Er stephenson in London that the sew
Govorner of Hong Kang had expressed himself in favour of th
Agreement and could not understand the difference of rhew
